The harbour appears only in Chapter 3, where Katita and Leif emerge from the underground baths into Newcastle harbour and attempt to swim toward the beach. The narrator describes the water as "holding them the way a tongue holds a word it cannot finish speaking."

The mechanical seagull—the guardian automaton from earlier chapters—intercepts them mid-water. In the struggle, Leif's hand cannon misfires, Katita slashes the seagull's wing strut with her blade, and both tumble downward. They are "snatched back to the apartment balcony"—the same one where Katita wheeled Leif across the parallel wires in Chapter 1, now described as a full circle. “The coin has made one rotation. We land where we left.”

Adaptations interpret the harbour variously: literal (Newcastle's colonial harbour, the breakwall, the shipping lanes), metaphorical (the threshold between the city's conscious and unconscious halves), or inverted (a dried seabed in some manga versions; an inverted tower of water in opera versions). The transition from water to apartment balcony initiates the story's pivot: the dissolve-cut into the desert hospital, Katita in scrubs, the opening of Half Two.
